From a risk perspective we strongly recommend one, particularly upstairs. A washing machine hose failure delivers a large volume of water very quickly, and without a functioning floor waste that water goes into the floor structure and the surrounding walls. Your plumber will advise on what is required for your specific build. If a waste is installed, the floor also has to actually fall to it, which is the part most often missed.
