The Gold Coast presents a set of waterproofing conditions that inland South East Queensland simply does not. Salt laden air moves several kilometres inland from the beach and attacks metal fixings, flashings, screen frames and drainage components continuously. A balcony detail that would last twenty years in Ipswich can degrade in a fraction of that time in Surfers Paradise or Mermaid Beach, because the fixings holding the termination in place corrode before the membrane itself does.
Then there is the built form. The Gold Coast has the highest concentration of medium and high rise residential buildings outside the capital cities, and those buildings are dominated by balconies. Balcony leaks into the apartment below are the single most common defect category in Gold Coast strata, and the cause is almost always the same combination: a set down too shallow to allow the membrane to be dressed high enough at the sliding door threshold, drainage that does not reliably clear the deck, and penetrations for balustrade posts installed after the membrane went down. Fixing it later means lifting tiles in an occupied apartment, which is precisely why it is worth getting right at construction.
External balconies and terraces fall under AS 4654 rather than AS 3740, and the difference is meaningful. The external standard sets requirements for falls, upstand heights and terminations that account for wind driven rain, ultraviolet degradation and much wider thermal cycling than an internal bathroom ever experiences. A west facing Gold Coast balcony in February will reach surface temperatures that internal specifications never contemplate. The membrane has to be rated for that exposure, and the detail at every edge has to assume water will be driven upward, not just downward.
Finally there is the letting economy. A large share of Gold Coast apartments are short term let, and an out of service bathroom is lost revenue every week. Waterproofing is consistently at the top of the defect list in Queensland multi residential buildings, and on the Gold Coast the concentration of apartment stock makes that especially visible. When a body corporate raises a defect claim, the question that decides the outcome is always evidentiary: was the membrane installed to the applicable standard, within the manufacturer's system, and can that be demonstrated. Verbal assurances from a builder who has since deregistered are worth nothing at that point.
